Before 1/1/2018, Texas home equity (or call Texas 50 a (6) loans has a rule as one time cash out, always cash out. This is changed in year 2018. Now if you have a Texas cash out loan and like to refi just for rate/term purpose, loan can be changed to non Texas cash out loan. Usually a non cash out refi should get better rate.
The new rules also remove property with Agricultural use homestead restriction. So Agricultural home stead can get cash out now.
